The Portfolio Councilors are the heights ranking offices of the Council Court, in the Caliphate holding a special imperial responsibility of the Sultanate Council administration affairs. As the Empire rested largely in the hands of portfolio court, Sultan Muhammad Bello introduced the kofa systems administration of the Caliphate, so as to monitor the affairs of the flag bearers and to exposed the danger on the surface of the borders, the Councillor assigned special responsibility for imperial affairs of the Emirates of Kano, Adamawa, Gombe and Zaria is Waziri, Hadeija, Katagum, Misau, Jama’are and Bauchi fell to the Magajin Rafi, Katsina, Daura, and Kazaure to the Galadima while Kwanni, Agdeez, Thawa and Dosoh present Niger Republic to Sarkin Yakin Binji, Where Sarkin Kabbin Yabo already at the frontiers of Kabawa and some part of Zamfara borders while Sa’in Kilgori being a member of the council court with his title as Sa’i he was entitled to collect tribute from its vassals.
